I think it depends on where you're from. Most people around the 18-19 where I live look significantly older than that photo you posted, at least the males. Females on the other hand don't seem to change much after reaching 13-14. As for myself, I haven't been asked for ID since I was 12, as I could grow a decent beard even back then. (Of course it took awhile back then, taking about 3-4 months). So from personal experience, I'm going with no for males, yes for females. In general anyway. The photo you posted would be about a 15 year old male here.0
Depends on the person. I've met people in their 20s and I thought they were still early high schoolers. I've also seen high school guys with a full beard and look almost 30.
I knew a guy just out of high school, he was 19 and already going bald on top.

A lot of them act like kids, even throughout their 20's but still. With makeup & kids going through puberty so early I'd say that a lot of kids look and act much older nowadays.0
Many do look very young. It depends on the person, though. A lot of the people in my grade don't "look their age" at all. Some could pass for 20-something while others still look 12. Being a teenager is just an all-around awkward transition. Some are lucky and end up looking like actual adults by the age of 16, while others... like me... still look like middle schoolers. At least I'll look youthful when I'm in my 30s/40s.1
