breastfeeding is different. there seems to be a mechanism in the wiring of a man's (or at least my) brain that nullifies the sexuality of a breast if a baby's attached to it. and if you're worried about some sexual deviant who doesn't have this override, bring a blanket.
also, Most animals do not have human-like breasts at all, even if they fall into the category "mammal". Compare the bellies of a male and female dog, or even the chest of a female gorilla, and you won't find much difference unless she's recently given birth to a litter and is nursing young (that's about the only time she will ever have any vague semblance of what we call "breasts" on humans).

It already is that way some beaches. There are a couple here in SoCal that have been fully nude for many years - not legally perhaps, but in practice.

1. There are topless beaches in the US (South Beach FL and several in CA, that I know of - full nude in CA at a couple, in fact if not in law).
2. Most non-secluded beaches in the world are not legally topless.
