These are all things that can be educated and dealt with until you get to a point that its not an issue. Its seems you want to stop something thats harmless because the society you live in is unable to learn/adjust, and because there are already problems that aren't being fixed well enough (if at all). I come from a country where nudity is one of the few areas we are fairly conservative about. A few years ago I moved to a European country where it is accepted for women to be topless in public areas (not working about shopping of course but lying in parks, beaches, etc). The first time I saw it, it was a shock but guess what, I adjusted. Very few of the problems you state happen here simply because women can choose to be topless.
In a way, it de-sexualises breasts as its not considered a taboo to show them so publicly any more. Theyre just there, deal with it.

That being said, it /is/ considered a sexual organ area, not because of laws, but because that area is a genuine source of attraction for the opposite sex. So again, choose how you wanna dress, but take that consideration into account when you do. Feel free to go topless on a beach if you're willing to accept stares from aroused men.

I am not an advocate of equality, i am an advocate of the most fair solution.
You can think of this from a couple of perspectives, for example is it fair that both genders cover up there primary indicator of fertility out of modesty. The answer is clearly Yes if you agree as a society to dress modest and not expose these things openly. A men's chest contains no fertility indicators so there for does not have to be covered up if this is your standard to judge by.
Then there is a second question, do we have a need to cover up breasts in public? That depends on what you wish to achieve, its known men will absolutely love to stare at a good set of breasts. So if you do not mind men staring at your chest or an increased chance of people groping then there is only one aspect that remains.
That aspect is do we as a society value chivalry or freedom the most?
This one is the actual deciding factor in a modern society. If we show breasts in public that means they loose there sexual exclusivity making them less appealing. Its no longer a gift to your partner to be allowed to see them killing off the sexual aspect of breasts. To someone like me who thinks Chivalry is incredibly sexy this would be a huge loss to society as a whole and i would prefer a more traditional partner who does not expose herself to the public. What you would gain however is the freedom for women to be topless at more locations for example in a beach cafe or supermarket.
Keep in mind society is build up in a certain fashion because of reasons we sometimes have long forgotten. So using the above indicators it really bottles down to the value of sexuality trough chivalry by covering up in public and leaving this as an extreme exclusive turn on to a sexual partner. Should we give that up? That is up to the public and would be a good subject for a democratic vote. Personally i am fine with the way it is, where women can be topless at the beach / there garden if they desire but cover up during normal day to day activities just as we can frown upon shirtless men in a supermarket.

A topless woman sunbathing is different from, for example, a woman using her breasts to flirt at a bar. Just because breasts are involved doesn't make the situation sexual. It's an interesting question. Men are allowed to walk around topless in most spaces, so why not women? The main question in my opinion, however, isn't whether women should be allowed to go topless, but rather, if we did allow it, what would be the appropriate legal age to allow it? Boys of any age are welcome to walk around without shirts on, bare chested, but if we were to legalize it so that women could walk around topless in the same basic function that men are, do we allow this to women of any age or will it be limited to those of the legal age of consent? If the argument is if men can do it, than women should be allowed to as well, than an equal argument could be made that if young boys from the age of 1 - 17 can do it, than young girls from the age of 1 - 17 should be able to do it. Men's nipples are just as erogenous as women's. In parts of the world where sex isn't taboo, or censored as much, and in places where nudity isn't considered indecent, visual exposure to females breasts doesn't cause anywhere near the reaction it does in American men. Studies have been done, by neurologists, on the sexual sensitivity of men's nipples. 17% of men do get pleasurable sexual stimulation through their nipples, and the reason that more men do not, is because men's nipples are even more sensitive than women's. 25% of women don't enjoy nipple stimulation, because they are too sensitive. From personal experience, I can tell you, those who don't enjoy it, can with the right person.

Now in NYC women have the right to be topless. In the summer you can occasionally see women sun bathing topless in parks and walking on the street or even shopping. I’m sure there are other type laws in other states that may slow the same.
I think women can go topless if they want because personally, seeing topless women doesn't really fuel my lust drive and get my hormones pumping. I'm not gay, I just have a high level of self-control that took years to build. The same can't be said for others though...

I don't really think so. That would create an even larger divide between women because we're already competitive and judgmental enough. If we started seeing women going topless in public, chances are, a lot of women would be hating on the topless ones and life would probably be harder for boyfriends too, because it's inevitable they'll look (probably way too much) and get themselves in major trouble. I miss the 80s and early 90s when our beaches were topless here. I do think that's a place it could be allowed. I don't think it's "appropriate" in all settings but surely in a natural place as the beach.

Yes, it's happened here as well, there's been problems with young Muslim men wanting to wander about the sauna, but leaving their trunks on. As long as they don't make a big deal about it. in my opinion women prohibited themselves from showing breasts in public as they're delicate, for protection, and later they started feeling shy about it because they were covered all the time and men would never see them. Saunas are generally mixed (with occasional man/woman only days), and everybody is naked. Most people aren't all that fussed. (There's even an old photo online of Angela Merkel nude.)
People don't walk around naked in town, though.
I see 58% of female says yes and 69% male said yes too and see opinions from female very much positive to be topless.
It's a basic rights for human nothing harmful to others at same time individual rights too.
1) equality isn't the same as identical. you might as well call it sexist that only men's bathrooms get urinals.
2) you think going topless is a basic human right, eh? Well I'm sure all the black folks enslaved in the confederate states of america would've agreed with you.
