Unless you're in a nude beach, no. If you want to go topless then go to a private area that allows that, otherwise stop complaining about men going topless when we know very well women would not be okay with men going bottomless.
And you know why 69% of men vote yes? It's because they want to see titties without putting in any effort.
It makes no sense women want to go topless, but then will scream about some creep looking at their boobs cause you know it will happen.
The problem is what men are naturally programed to like. After sex with my girlfriend, if we shower together, I could careless that she is naked. However give the testosterone some time to build and boobs become something magical. I think if we have topless women at the beach, we have to reconsider what are sexual body parts. I'm neutral on the situation. And what about girls that are just hitting puberty? Wouldn't they want to follow the lead of the older people? And if breast are still considered sexual and women can be topless, wouldn't that open up walking around with penis and vagina out or even all beaches you can be nude?

Asking to be topless in same places as men can (beach, pools, gym) is a realistic scenario. But you can't really ask to be topless in general public, like in the street, the office, a store etc. That is just ridiculous and you know it. But for some specific public places I think it must have been the case a long time ago.
