No. I don't think it is or is meant to be racist. It's dark humor. Which is quite often humorous.

I think it's wrong and in poor taste.
Memes are memes. When I see a meme I don't think of it as offensive material. Like when I see a joke about Russians with vodka, bears etc. (I'm Russian), I rarely get offended if it's funny.
