It's because drugs (and I would include weed and alcohol in that, though they're often separate groups of people) for many people are more than just something they take - for many, it's an entire lifestyle. You sometimes have a drink, but some people literally go to a bar and drink every single day, and drinking at a bar is literally their lifestyle. Similarly, many people who smoke weed don't do much else but smoke weed when they aren't at work, and when they aren't smoking weed, they're talking about weed, thinking about weed, growing weed, dreaming of weed, etc.
And people who do hard drugs want to be around other people who do hard drugs, because those people are not likely to judge them, are likely to be holding, and when the misery kicks in (as it always does), they like being miserable together.
Lots of people simply can't do these things in moderation - they can't have just one drink, or smoke one joint, etc. Once they start, they MUST keep going until they are bombed out of their minds - and then they are constantly looking forward to the next possible moment where they can do it all again.

The why can't be known until you know the extent of the hobby in question. You only drink it therefore you are a just a consumer. If you made wine or craft beer at home or were to spend your free time going to tastings or breweries/distilleries to check out the process or something more involved in the subject of alcohol, you could say it's your hobby. The same goes with drugs. Also, some people just repeat what they hear because they think it's clever and are not really doing it as a hobby but saying they are to get a laugh.
I'm against drug use severely. But if I'd to defend these said people, I'd like to remark that hobbies make your day brighter and people who are not able to become happy naturally, take help of drugs.
That's just my little theory tho.
They always need volunteers to try new drugs for clinical trial before selling it on the market... I guess that can be a hobby.

How stupid does a person have to be to put drug use on a job application? And I wouldn't say it's a hobby but an addiction. If you do it because you have to or because you like the way it makes you feel, you're addicted. If you can't get through life without it, you're addicted. I don't touch that stuff or alcohol, because that's how I see it, and I've seen what it does to people who can't control themselves once they've had a taste.
Pathetic. I have to admit that I smoked weed all day for 30 years. It didn't interfere with work. But I considered to be a habit like cigarettes, not a freaking hobby. I quit years ago and don't smoke it at all any more. I did start smoking a tobacco pipe, though.

It's how they spend their off time, how they spend some (or all) of their money, and have a large amount of knowledge on the subject and how to make it more fun/interesting for themselves.
