That is an very interesting question, to which I would say "yes". However, the prevailing moral question still remains, whether there would be any parents and doctors wanting to do this procedure. Male circumcision is an accepted cultural thing, It is normal in some cultures and strange in others. Female clitoroctomy is not a cultural thing, hence so much resistance and "protest" against it. It is all in the mind-set of the particular populous. We would need to remove all the cultural biases against it. We will then have both circumcised boys and circumcised girls.

I think there's a difference between equality and equivalency. You don't need to have female equivalents to be regarded as equal members of society, especially since their (heavily debated) reasons behind the procedure aren't present in females.

Ok. There is a rational solution for this. No do not legalise infant clitorectomy. Male infant circumcisions should be only performed in the case of a deformity. There must be a medical need for it otherwise face fines.
That's how it should be.
