Girl says she's going through a lot right now and can't handle being with anyone. Is she being genuine?

I've gone out or hung out with this girl twice and talk to her a few times a week. I've asked her out a couple other times and she would say she was busy doing something and the one time she agreed she called to say she was sick. After that I asked once more and she came up with another excuse. I confronted her and she said I really like you but I am struggling to get over my ex and a few other things(substance abuse and depression). Then she rescheduled the date and blew me off. I stopped talking to her after that and she started texting once a week asking how I was doing and eventually said "look I know you are mad but I'm trying to make things less awkward between us. I can't handle being with anyone right now and am going through a hell of a time." She then said she wasn't saying that we couldn't try in the future but she couldn't right now. Then asked for friends for now.

Later that week I helped a mutual friend she lives with move (had agreed to it prior) and she had that giggly laugh when I'd say a stupid jokes and later she initiated flirting via text before going to bed.

So does it sound like she's being genuine or is she playing me?

Anytime someone acts like this (going from one extreme to another) I hold no weight to either set of feelings.

Instead, I chalk it up to them having some sort of mental condition, and while I may remain friendly to them, that's my cue that dating them will not be an enjoyable experience.
