Because as much as everyone in the USA try... Our Laws are not World Laws!!
Every different country has it's own government system AND it's own ways of making laws.
Not all of them are a democracy !
Not all of them let laws be made "By the people" !
And, As you have seen, Not all will agree with your opinion/ beliefs.
One thing for sure, When your in those countries, you are no longer covered by US Laws there.
But, I don't understand why you would think the petitions mean anything.
If the people signing them are not "Residents" or Citizens" of that country, Their signature means nothing. ( like the residents of Russia signing a petition to Impeach Hillary from office).
Or have the laws of another country being imposed in America ( Like Nigeria's or Philippine's age of consent over-writing ours.) (Ever think that Canada's Drinking age becoming ours? That's why the Border's are the busiest on Fridays and Saturday morning).
Just remember this proverb as your diaper is being changed, and think really hard about it's meaning:
"Be careful what you wish for, because you just might get it."

I think the answer to this is actually very complicated and has to do with evolutionary things, changes in when people get their period, cultural changes, historical factors, etc. But I won't get into all of that. I'll just offer what I think the philosophical reason at the ground of all this is.
And I believe that is that it's all a bit arbitrary. Because individual people are different and because "old enough to understand the consequences of having sex" is a vague and hard to quantify thing. It's hard to measure if someone truly understands the consequences of having sex. You can't take out a ruler and measure that for someone. You pretty much have to kind of guess at it.
The same goes for the individual differences. Some people will understand those consequences they're younger than others. But of course it's hard to make a law that fits everyone, so they just go with a set number. And that set number will always be a bit arbitrary. And because it's a bit arbitrary, it will be different for different countries.
Because different cultures have different standards. Consent is more of a person to person thing not something you can scientifically draw a razor thin line between totally right and totally wrong. There'll always be a gray area, and honestly i know people twice my age who aren't mature enough to be breeding. So yeah, nuance.
Consider many of those countries are still developing. That's all I will say on the matter.

I'd imagine there's a few factors involved.
Countries' legal systems are merely reflective of conservative, puritanical and deeply religious views of its citizens. Such as those from the US or Saudi.
Secondly, I'd imagine a lot of politicians don't want to go there. What sane politician would petition for lowering the age for example. Would have to be insane. Would get a lynching!
Because they have their own culture, laws, religions, and economic models. It was an arbitrary number pulled out of the hat that occurred somewhere around the time of puberty. Everyone isn’t going to agree on morals and ethics and some people need to keep fucking to produce lots of field hands.

Some countries really need to change things for better.
In UK, most girls get involved in sexual activities at teen, so it happens to be less there. And Queen is not atall bothered.
They seem to be lagging behind in such areas.
I barely see such petitions online, i guess people too are least bothered.
I think its the culture and the way society is - in countries with a lower age - if you were to raise it - there would be too many arrests and not enough room in the jail cells for all the criminals you could find
It depends on the cultural and other norms in every country. As far as I'm concerned, there are more important things to talk about.

Well it is 16 in my state and I do think 16 is the right age and it should not be younger than that.
cause every countrys norms is different and I think this age of consest doesn't change anything cause our kids will do eventually we can give them punish or their parents
A lot of it has to do with culture.
In some countries, the age of consent is marriage.
