You can if you really want. It's just expensive. Firebombs needs burning material and a way in. A crowbar won't help against solid hard walls. You need to get it into a crack and it also needs to apply more force then the material around can resist. But these people really need a strong police force that simply arrest them all. Looting is a criminal act. In a good society you shouldn't need to barricade your store.
