Just a brief question - you do realize that NY and CA do NOT have tax surpluses? Indeed, the whole current argument is about an attempt by the House Democrats in particular to bail out the collapsing pension systems in those states - and a few others. Not for nothing is Illinois referred to on Capitol Hill as "America's Argentina."
Further, you do realize that as higher income states, the whole idea of the welfare state model was transferring wealth from the rich to the poor? This was the irony to Democrat objections when President Trump's tax bill ended the Federal deductibility of state income taxes. As that deduction effectively amounted to a transfer of wealth from low income states to high income states.
Someone once said that "The absence of honest passion is characteristic of professional wrestling and American politics." This is one of those cases. The pension systems in states like California, New York and Illinois are becoming insolvent as the population ages and the workforce shrinks relative to population. (See also at the Federal level Social Security's $21 trillion in unfunded liabilities and Medicare's $43 trillion in unfunded liabilities, set against a GDP of $22 trillion.)
This then amounting to rearranging deck chairs on the Titanic. The state pension systems are not long term viable, made worse by the habit of states like CA and NY to drive their residents to Florida with high individual tax rates. In that, the proposed Pelosi increases will simply slow the thinking. This at the price of widening the gap between rich and poor.
That last being a "no-no" in the Democratic party's Bible - except when it is not. Again, the passion being more synthetic than real.
At any rate, the question is based on a flawed premise. Yup. Do to their larger populations, California and New York and the like pay more in Federal income tax than do Kentucky and Arkansas. However, this does not take into account the liabilities that New York and California have imposed upon themselves and that they now hope smaller and poorer states will help save them from.
You counted the assets and not the liabilities.
By the way, Florida is comparable in size to NY, has no state income tax and is financially solvent and even with an older population is facing no pension issues. So compare apples to apples or apples to oranges, the result is the same.
There may be a case for bailing out CA and NY, but let us not pretend that this is some grand and noble redressing of grave injustices. The net effect of the proposed solution that poorer and fiscally more responsible states will be bailing out the rich - in the case of pensions, the 65 and older set are the wealthiest demographic - in richer and more fiscally irresponsible states.
Bail or not, this will not likely end well. Even as it ends predictably.

How does he not care about blue states? I mean lets be honest, blue states are not all that valuable at the moment. I mean california is the poorest state in the country, and the rest are intentionally destroying their cities and violating the riots of the people, hence them losing so many people.
If your talking about trump not caring about the riots you are wrong, he has offered help multiple times and multiple times those states and cities rejected his offer (which by law they have the right to do, trump is not a dictator, he has to obey state rights (ironic as you leftists scream that he is a fascist, but when he respects the rights of the people and of the states you scream that he isn't fascist enough. If your talking about not funneling money into those states that have had riots, thats because they have actively courted the riots, encouraged it, refused to arrest or prosecute rioters, have blocked any attempts to stop the crime but now want to take the countries money to rebuild everything that they have caused to be destroyed because they feel entitled to do what ever they want, well his response is perfectly reasonable. You don't allow your teenage child to throw a temper tantrum, destroy your home and then give him his allowance when he demands it, that would be stupid.
So I'm not sure what your talking about (probably one of these or some other made up bullshit so you can have an excuse to blame trump for shit he hasn't done and claim to be better then you actually are (if you bother to look at the break down (again, california claims to be better off then every one else but as we can see when you factor in cost of living, the wealth gap (which is shortening now that the rich are leaving), they are in fact the poorest state in the nation).

Go find a red/blue map by county and tell me, with absolute certainty, that those BLUE counties wouldn't starve to death and resort to cannibalism within weeks if you disassociated with RED counties. How much of that money "loss" you mentioned is crop subsidies? I'll debate the merits of government subsidies all day and possibly agree with you; but if you think that RED states are just getting free money from BLUE states then you are grossly misinformed.That's the biggest danger.
