Do you think China deliberately created and released COVID-19 and if so how do you make sense of the way they went about doing it?

Some people have argued that the CCP created and released the virus to cripple the worlds' economy so they could rise as a superpower but quite a few things about that narrative don't add up.

Most notably, why would they make a virus by hybridizing a pangolin and bat virus and release it by a wet market where pangolins had been held? The reason pangolins can be held is because China amended the wildlife protection act allowing people to farm and keep endangered animals in a wet market. So why make it seem like the virus came about as a result of their policies; that's terrible PR and would also hurt their rise to power. Second, why even start it in China? Why not develop a virus by crossing viruses that infect North American bats and have an undercover agent posing as a tourist release the virus in the U. S? Third, why release a virus as a bioweapon without developing a vaccine first?
