There's positive freedoms and negative freedoms. The desert situation is taking positive freedom to the logical limits. You are free to die.
Then you add some negative freedoms like government and taxes and rights to water. That same individual finds water lives another day.
You can find similar meaning on what "tall fences make great neighbors." You have more freedom on your property with the "tax" investment of tall fences.

for me, a more true sense of freedom is about choice... a closer sense of freedom is when we get to decide which our actions will be, rather than reacting to the circumstances we're against... freedom of room to maneuver as we wish, rather than taking the only few ways out we have available from a particular circumstance like this.

The food, water, clothes part is irrelevant. Plus he's still bound by the laws of the country he's in. What's changed is he's now free to do what he wants without anyone noticing or caring.
Lot's of people bang on about freedom but what does anyone really do with it? We've all seen those guys with guns in the woods making the freedom claim but are they really doing anything different to a bunch of Russian guys out hunting?
The freedom most freedom enthusiasts want is the freedom to take away another groups freedom.
Honestly, it's not a fair question.
There's a movie from the 80's called something like "clan of cave bear" that explored the need for even the most free people in the world to live in community and adhere to social rules and expectations. We survive as a pack, which is just a smaller version of a society.
Those who want to be free, live off the grid, etc.. Go ahead, I'm not stopping you. I can't figure for the life of me why anyone is arguing about it.
Why isn't it fair? Im exploring what ‘freedom’ as a concept truly means.
Because humans have babies and rear them into at least young adulthood, so I don't know many parents who would trek to the middle of a desert to abandon their child once he reaches manhood.
Typically a person would at least be knowledgable of their surroundings and able to achieve the most basic necessities of food, water, shelter.
Being kidnapped and dropped into a desert with nothing is sadistic and probably the theme of the next Saw movie.
Its a hypothetical used to ask what freedom truly means thats the intention.

It depends on your definition of freedom, in philosophy defining your terms is very important. But at face blank, no one is truly “free” since there is no such thing as free will. In the illusion of life though, it would depend on your knowledge of what is possible. The man may feel free if he knows not of the capabilities of humanity, ironically his ignorance of possibility is what makes him free. Someone who has everything though, put in that situation would not feel free, but burdened instead.
It sounds more like he's trapped than free. Stranded is not free. He's not free to leave if he's stranded. It doesn't sound like he's free from the sun or from thirst and hunger either. My opinion is no.
I would say yes it's a moment in time his mind is traveling everywhere it might have been there before but he's in deep. With fresh air give you a call around then and clarity because if he didn't want to be there. Then he wouldn't be there

I would say that he's free but severely handicapped. How is he going to survive without food and water? Not to mention the lack of clothes and a roof over his head. His life is about to end.
