It's just another way to say your rude in the way you ask for or do things. It can be bad or just an observation.

Eg. If someone cuts into a queue that's seen a cheeky doing that but no one sees a need to take any action.
Or if your at a friend's house and say "can I be cheaky and ask to put my phone on charge while I'm here" your being cheeky asking but gave them the option to refuse.

If they really annoy you their a cheeky cunt.
But someone flirting or saying something suggestive would also be called cheeky
