Why hasn't Ray Epps been arrested?

If January 6th was such a terrible thing; why hasn't Ray Epps been arrested? He was heard on video the night before saying that they needed to storm the Capitol and agitating protestors on the 6th. Yet the FBI hasn't arrested him. They had him as the a prominent person of interest before his identity was revealed. Yet once he was identified; they completely lost interest and then decided to remove him from their investigation once people started claiming 1/6 was an inside job.
Ray Epps is a Fed who was tasked with a false flag insurrection.
Ray Epps was a ring leader of the riots; but made a deal to turn states evidence for minor players.
The FBI doesn't know how to do basic police work
Ray Epps has the right political connections and wealth to avoid prosecution
