Don't see how japan is a good example tbh. They've had Yukuza basically just doing legal crimes all that time so while quote on quote safer from random acts of violence there was high amount of crime that might as well of been legal. And now there been shoved out be harder crackdowns random acts of violence are starting to pop up frequently.
