I mean.. Did you actually listen to what she said? She did not say that the measures were not working, in fact she said the exact opposite. For example when she asked regional governments if their hospital capacity would be exceeded if the restrictions were lifted and they said they would be alright, that the increased load would not exceed their hospital capacity.

Furthermore this is a process of transitioning away from relying on restrictions to stop the spread and instead rely on vaccinations to do a similar job. It is a calculated decision and not a sign that they have given up, just a change in strategy as the percentage of people vaccinated is becoming a bigger and bigger factor.
