They do where I live. But even if they chose not to, the redlights themselves will photo the act and directly send the fine anyway. Unless the people are a danger to others while doing it there isn't really an explicit need to do so - although again, the police here does.
I can attest that there is a bit of an internal disdain for traffic police and alike in many police stations. Sort of like viewing them as that impopular group that likes to snitch on you to the teacher.
Over here there is also often a quota for traffic tickets (which is an insane notion that I of course detest) and since the traffic police help fill that... well, much of the disdain turns more into quiet appreciation since the rest of them don't have to.

Police in the U. S. be running red lights themselves in a non emergency case.
I've seen this one particular cop on multiple occasions on my way to work because he or she didn't want to wait at a light would do a U-turn and run the red light like it's nothing.

because due to availability of resources (police), they have to select when to enforce the law. I can stand on any street for 5 minutes and see 10 traffic laws broken. If the cops went after every jaywalker, there would be no one to pursue the rapists and murderers
I know lots of cops and they all will pull somebody over for running a stop light. There is only so many cops that have to watch a large number of traffic signals. The law of averages says you will not get caught.
Depends on who sees it. Some don't care about things like that they consider small crimes. I wouldn't push your luck though if you're a creature of habit.
Police as well as Fire Rescue abd other Emergency response services have a right to ignore traffic laws when they need to get somewhere.
