Oil is costly to ship so the physical oil we ship into us ports usually comes from Venezuela.

Financiers will buy oil from other oil producing nations but they usually turn around and sell that stock to a country much closer to the extraction site.

It was meant to transport Canadian tar sand oil to refineries in the gulf states.
Oil is viscous oil with sand in it is more viscous, and abrasive. This means the pipeline is pressurized. It costs money to build beaching segments. In states with little if any oil production.

Tldr. It's a point to point pipeline one point in Canada and maybe a few branches to Gulf refineries

But bottom line is oil usually doesn't travel very far from where it was extracted out of the ground. Because shipping fuel is prohibitively expensive.

Your phone costs somewhere around 300 USD the equivalent mass in oil costs a fraction of a penny.

If you tried to sell and ship your phone and the oil equivalent the stamp on the envelope costs more than the oil being shipped. While the stamp costs a fraction of the phones worth

That 100 is for any barely of oil whether it was pulled in Russia Saudi Arabia, or great Britain. What is actually being traded are vouchers of ownership of that barrel of oil wherever it may be.

Actually getting it to a refinary is different. If that barrel is in Russia it will be burned in Russia or eastern Europe. It is highly unlikely it will go onto a ship and cross the Atlantic ocean.
