Having some kind of safety net makes sense to help people in a time of struggle, but creating cycles of dependence is unhealthy.

Particularly when it's applied unevenly and withheld to those who try to work, thus discouraging work or self betterment. It's basically a kind of mental imprisonment.

A better already would be universal basic income, and free tax funded schooling in productive areas of study and the trades.

It's easy to hate the poor, but they're not the architects of the situation, just people caught up in and harmed by it.
