As far as I remember SNAP is based on some pretty strict rules regarding not only a job but income, and also what you’re allowed to purchase with it. I imagine it’s under such heavy rules because the republican party actively fights against it based on the amount of people who use it fraudulently or choose to illegally sell their EBT cards for foods they can’t buy with it anyway. This is, of course, a very small number. And the majority of people who use it or folks who don’t currently have a steady source of income, though having a job doesn’t immediately disqualify you, you do basically have to be living in abject poverty with little to no savings at all. The goal of it is to be a stepping stone so people can find jobs again and no longer need it, which it usually is.
They did this in Ireland during the famine. They had the starving Irish build roads that went nowhere for a bowl of gruel.
On the surface is sounds like a good idea, work for your money or food but it always ends up being cheap or free labour.
They did this multiple times in the uk. The government would force those on welfare to join work placement schemes. Employers were paid by the government to take on 10 work placements and of course that backfired in that they didn't have to employ workers.
My own grandfather got caught up in one of these schemes. He was forced to go work as a farm labourer for a big prodestant farmer in the 70s who paid him nothing.
In the cities I know of, there is free food available for any living soul, so you can't really die of hunger easily. It doesn't prevent you to die from a freezing night though.
No one can regulate, negatively, access to free food, because this is managed by non-profit organizations, not gov. And I don't think gov, the one I know of, will ever target or force these organizations to operate differently, because even the far-right itself is really big on food charity.

If people are working but can't afford to eat then there's serious wage issues. If they're out of work then surely feeding them is the bare minimum the government should be doing. Their already rock bottom, taking away food is just kicking them back down before they can get up.
It needs to be tied to some kind of work or training program. The Endgame should be that the recipient becomes self sufficient. Exceptions for the disabled and veterans.

Its there for those who can not work to feed themselves. Not for those who choose not to for whatever reason.
I believe in a UBI (Universal Basic Income), a level of income assurance which is about 150-175% higher then poverty level and would do wonders to alleviate privation.

They just need to start culling people, maybe mince them up and feed them to the others or to pigs who get fed to the people or mulch to grow crops for feeding people

If they're able, as long as they're trying it's ok by me. It's the intentionally sitting around doing nothing that shouldn't be allowed.
I don't want anyone to lose out just because the situation isn't possible (though I think there is an overabundance of job-jobs and also government jobs, you can't hold out for a primo position and take the money I work hard for at the same time).
I think they let you volunteer for non-profits (though that could be a nightmare, especially if non-profits pile on to exploit that option and get mean about it with their volunteers who are only trying) and also take classes (though that could get expensive especially if schools pile on to exploit that option).
So yes, it's not perfect and it is more of a complex issue. Maybe give them a year of free food and say we'd like you to be working or trying to work by the end of that year. I also think the amount of food they give should go up. I heard in the inflation of the past 4 years, which is easily 3 or 4 times what it was, the food money people got stayed the same, and also other benefits like disability or housing. We know housing has gone sky high.
