Probably not true. Until now government has not offered income. Only 13% get welfare. you refer to "welfare money" like charity. Just 13% is far less.

Also paychecks sounds like a government job but that is a tiny part of jobs in a country.

It would not surprise me, There are 5 million government employees including the military , an additional 20 million illegal aliens, 70 million people are collecting social security and 20 million on state and municipal payrolls. That is 115 million people. Even if you count the millions that are fraudulently collecting government money it is not 65% of the 350m million people currently residing in the US.
