Granted, elections are a significant economic-transaction, so a rate higher than the usual 5%-7% is normal & expected, but still. That's an impressive farewell gift/report-card to me, at least.
How did this happen?
● The setter of the positive course was then-Pres. Gloria Macapagal-Arroyo (conservative Christian-Muslim Democrats), a Ph. D. in Economics. From 2001-2010, she did overhauled the economy, made many enemies, was smeared as corrupt, was later tried in court and jailed erroneously, but did what had to be done.
● Her successor (& student) was then-Pres. Benigno "Noynoy"/'Pnoy" Aquino Ⅲ (Liberal Party), a B. A. in Economics. Ironically (from a U. S. perspective), this liberal did from 2010-2016 what we Tea Party, Libertarian, and then-Rep. Ron Paul (R-TX)-supporters in the U. S. tried and failed to do: cut the budget and slash the National Debt. He utterly replaced Manila's incremental budgeting-system (in which next year's budget = this year's + Congressionally-added increments, whose "cuts" if applicable still guarantee more spending than this year's) copied from and still used by Washington, and replaced it with a zero-based system (in which next year's budget starts with 0, with every department, agency, and program justifying their very existence & budget-request every year). In so doing, he discovered and de-funded en-masse SCARY amounts of corruption & taxpayer-abuse. (At this time, Manila bought Navy vessels imported from the U. S., built infrastructure Republic-wide, didn't raise taxes, and was still criticized by spendaholic business-news articles for alleged severe, chronic under-spending that endangers the economy! Can you image how much of the hard-earned taxpayers' money was siphoned-off to fund non-existent students in non-existent schools in non-existent school-districts and to subsidize companies that were nothing more than empty, grassy fields for all those years before‽)
But (if the Manila Times is right), Washington made a fateful mistake (deliberately or mistakenly?) mis-advising Pnoy's sloppily-gullible-at-foreign-policy administration during a border-clash with Beijing, causing Manila to henceforth lose administration of the ᜃᜎᜌᜀᜈ᜔ ("Kalayaan"; "kah-lah-YAH-an"; 「Freedom/Liberty」) Islands. (To my surprise years after the end of his administration, it was this overly-dependent Washington-subservient Pres. Aquino who started deepening ties with Moscow just months to the end of his term. Hence, contrary to even what I was originally thinking, his successor only continued what was already started, and ran all the way with it, he did.)
● With the economy set, law & order was the next project (which was utterly neglected for decades & administration straight) from 2016-2022, so today's outgoing-Pres. Rodrigo Duterte (social-democrat P. D. P.-ᜎᜊᜈ᜔ "Laban" "LAH-ban"; 「Fight」) actively hunted down the cartels' double-agents who so heavily infiltrated the government in all levels, used a nationwide amnesty-deal to secure massive amounts of intelligence & evidence from the 1.4mil surrenderees on their networks, and broke their systems that perverted Manila's premier New Bilibid maximum-security prison into their fortified H. Q. guarded by taxpayer-funded personnel. He continue, boosted, and completed Pnoy's negotiations with the 2 largest Muslim rebel-militias (30k-40k strong each), tried to do the same with the Maoist insurrectionist militia, but broke their back after their failed assassination-attempt with a bullet-barrage to the (decoy) Presidential limo. All the rest of the Muslim militias joined Islamic State, overran a Lanao del Sur province's capital-city of Marawi, and were almost all annihilated with the help of traditional allies (Washington & Co.), new-found friends (Moscow, Beijing, and their blocks), and our regional neighborhood. Caliphate & Communist terrorist-groups are now but a shell of former themselves. With the generations' long insurgencies & civil-wars essentially done and "normal" crime-victimizations significantly reduced, the Filipino people have finally been able to breath easier, work more productively, and catch-up with our neighbors in attracting foreign investors & tourists.
Pres. Duterte will leave office on 30 June 2022 with his final approval-rating of 67.2%, and retire with an lawsuit against him from the gullible International Criminal Court (I. C. C.) who only seem to listen to the side that lost the elections 3x in a row (2016, 2019, and 2022) and definitely has incentive to demonize, depose, and replace the dynasty that's replaced them. A cog in the outgoing-administration & now-ruling dynasty, Pres.-elect Ferdinand "Bongbong" Marcos, Jr. (Partido Federalismo 「Federalist Party」), has the people's mandate to continue the reforms. What will he do: f—-up everything; start the new phase where his predecessor lacked, as was done before him; just continue; etc? Only time will tell.
But every nation has its own challenges, problems, and solutions. Luckily,
● Islamic State has not taken a State-capital and begun doing heinous things to the citizenry stuck there;
● the Communist Party U. S. A., Socialist Party U. S. A., other smaller but similar parties, and Sen. Bernie Sanders (D-VT) don't have an insurrectionist-militia running its own rival-government, "taxing" unfortunate residents, hijacking schools to indoctrinate the children, bombing police-stations, and ambushing U. S. Army & law-enforcement patrols on a regular basis;
● U. S. prisons are not iron fortresses of the cartels, with gangs "self-regulating" and "cooperating" with administrators to "maintain order" in the severely understaffed jails, so that drug-lords & gang-leaders (whose hidden armories exceeded that of the guards!) regularly check-in & -out like a hotel, entertain election-candidates & future-judges in lavish parties, and other things like these from a 2014 raid on New Bilibid Prison:Yes, this is from A. B. S.-C. B. N., the Liberal Party's mouthpiece. And there's more!

You can even go south of the border and spend some time in rural Mexican villas. You will see real quick that even the poorest parts of America have it better than most people in the world.
I spent a lot of time in Mexico last year. Most of my friends were working class locals. Mostly good, hard working and honest people. But that gave me a stark reminder of how much privilege I was born into in the USA. I was born into a lower middle class family (which worked to become upper middle class). One in Milwaukee with dude that ran people over with his truck, the New York subway shooting, Buffalo shooting, the Asian church shooting in California, Uvalde school shooting, the Atlanta Asian shooting.
These are just the ones I can think of the top of my head that happened in the past 7 months or so. - +1 y
