If your talking about less government control on Sexuality and Gender makes people allowed to express that then sure it's because of less government control around that area. Though less government broadly would be wrong since obviously now we have the most wide scale governments there have ever been with also more power to control things if they wanted to.
Turns out Gender and Sexuality are not a thing they want to control after they stopped listening to religious ideals for law making aka separating church from state more accurately and better.

If there was to much government control over it, it would be back to how it was in 1940s.
