No, the constitution doesn't have to be followed to the letter. The Supreme Court has already gone against many things that were originally in the constitution including the parts about black people being 3/5 of a person.
Also, that is not how money works anyhow. We currently use the floating exchange rate for determining the value of a dollar compared to other currencies. In macroeconomics and economic policy, a floating exchange rate is a type of exchange rate regime in which a currency's value is allowed to fluctuate in response to foreign exchange market events. But this also includes the floating value of gold and silver. So the USD is also being paired with the current value of gold and silver. How do I know all this? I went to college and have a degree as a Foreign Exchange Trader.
No, it keeps states from issuing their own currencies. One of the changes from the Articles of Confederation, as I recall.
