Given the mass shootings and daily gun violence in urban areas, is it due to a "Gun culture" or "violence Culture?

Cornell West, who I detest, made an excellent point on Bill Maher's show this past week.

He basically told Bill Maher (who blames violence on guns) that the USA's problem is not guns in and of themselves, but the culture of violence found in certain areas.

Is Cornell West correct?
