Someone I know is in navy they are saying they want to stop doing that and become a diplomat?

In America Diplomats work for the U. S. foreign service to implement foreign policy. Generally they have education in some field that is relevant, can speak multiple languages, have proven themselves to their country, etc. A military officer would already have a track record of working for their country so it would help… That said, it is a different job within the government. People in the military do sometimes work with diplomatic missions, but they do so as military attachés. They have the privileges of a foreign diplomat, but serve more in an advisory position as a specialist in military matters.

A diplomat is a civilian job. Ambassadors are diplomats. Just as an example.
