I doubt that they have the capacity to produce them in relevant numbers however.
The US is lagging behind in this particular area of technology.

There's no counter yet, although the US is the closest to developing a counter with their lasers.

India using a nuke would be the end of Indias existence and its entire population.
The rest of the world wouldn't tolerate their use.
No, nukes aren't meant for actual use, they're meant to be a political/diplomatic tool.
Only Russia genuinely thinks that they can use "tactical" nukes in a limited way on the battlefield without escalation to nuclear war, not just again the targeted nation, but against many others.
Pakistan is increasingly relying on alliances with China.
India is in no position to challenge China, especially at sea, and rely on western support to fill in that gap.
The west would throw India under the bus if they used nukes.
We're already upset about how Indians are treating people in Kashmir.
They're being mistreated in the Indian part of Kashmir.
Honestly the idea that India should be a single centralized nation goes counter to Indian culture and traditions and is just unrealistic long term.

The world is made up of more then USA, China, Russia and India.
India is struggling to hold together and have very little influence outside her own borders.
Non in Africa, unlike Europe, Russia, China and the US.
Non in south America unlike Russia, China and the US (Europe has a tiny bit there too).
Limited influence in central Asia, China and Russia both have more influence there then India does.
India is starting to make connections in the middle east, but that's limited in scope too, and both Russia, Europe and the US dwarf India there.
India might have the people, but without resources you can make use of them.
You can try to get said resources by force, what Russia, China and the US is doing.
Or through good will and playing by the international rules and democratic values, what the US and EU is doing, what China used to do.
Modi can't bring India to greatness.
He's too bigoted.

The thing is, the west actually *want* India to grow as a counter to China, because you're democratic and share many of our values, that's part of why you've been doing so well lately.
But you depend on others to do so.
And there's a limit to what you can do before the good will that you depend on will go away.

It's about ground realities.
Himalayas glaciers are melting, they're not going to be able to supply steady water to sustain Asian populations long term.
Chinas and Russias population is ageing, they're both going to collapse in a few years.
Europe is also going to struggle with our demographics, but we're partially compensating with immigration from Africa and elsewhere.
We *are* going to decline a bit.
But we'll still remain relevant.
The US has great geography, they have some serious structural issues to deal with.
But if they can work those out to they have the potential to remain a superpower.
However if they don't change course they *will* decline.
India has similar issues.
No, it's Africa that's heading in the right direction.
There's Asian nations doing well too.
Vietnam will probably grow in influence for instance.
Indonesia seems to finally have sorted out their constitution into something that's viable long term, so they're heading in the right direction, although they still have issues they have to work out.
Taiwan is going to decline, their population isn't sustainable, and Chinese hostility isn't exactly helping...
Japan is also going to decline.
I've yet to make up my mind about South Korea.
