Homeland security is more concerned about someone setting off a dirty bomb using waste or modified radiological material that is dispersed using conventional explosive ordinance to pollute the air with radioactive particulates that would make a place unlivable for a while then they are about a highly sophisticated fasionable nuclear device that would cause a lot of devastation but would not last as long as the radioactive sludge of radioactive waste material that is most likely going to be the type of thing that a dirty bomb would be made from. Such devices are extremely dangerous keep to make and use materials that are regularly available to the average citizen every little cost at all and foreseen or believed will be the weapon of choice among terrorists with absolutely no agendas involving peace reconciliation or alternatives to death and violence. A nitro based explosive using agricultural fertilizer and yellow cake uranium found in the ground or in caves could be used as components and making a fairly hazardous explosive radioactive pollutant weapon and is far more likely to be used at some point in the future than another government built fisionable nuclear or neutron based explosive device of strategic design and placement as opposed to the random half-ass methodology of organizations of terrorist.
There is only one nation that has ever actually used nuclear weapons for their intended purpose, so it's ironic that so many people who live within that nation are always fearful of the same weapon being used against them.

The occupying state of Israel isn't a democracy. Also, it has nuclear warheads for it's Samson option - not for deployment against anyone.
The US isn't a proper democracy either - it's a flawed republic. It's nuclear weapons are largely out of date and most of it's weapons systems are Soviet Era. It's more a danger to itself than others.
Russia is largely centred on controlling Russia - it's not interested in expansionism like the West is. Most of it's rockets are unmatched anywhere in the world.
China like Russia isn't expansionist. It doesn't give a shit about what the world wants, only that it gets to make it. It's socially and intellectually what the USA wishes it was.
India is barely a country and you could think of it as a poor mans China. It's sole reason for existence seems to be, compete (and often lose) against Pakistan and Bangladesh and provide a launch ground for British and US interests in the region. It's more a threat to itself than anyone else.
Pakistan is a flawed democracy - not a theocracy. It actually produces a fair chunk of the worlds nuclear warheads for others, it's own stockpile isn't that big. But it doesn't need to be when it's a protected supplier.
North Korea like the occupying state of Israel is not really capable of deployment against anyone. Both share a common goal of annoying others for money, and playing the victim when confronted.
Nuclear war is a distinct impossibility. It's called a "deterrent" as it's too big a weapon to put onto any battlefield and more something to threaten with. Plus with weapons systems now, being mostly electronic, they can be disabled or engaged with before they ever reach their targets.

If there are nuclear weapons used during 2022 I have a feeling that they will be used by Taiwan (as they have said they will not wiling rejoin mainland china), if China tries to invade, While Taiwan has never openly stated that they have nuclear weapons they have collaborated on a lot of military projects with Israel (so their working on a nuclear weapon of its own would not be far fetched), specifically long range launchers that would easily have the range to reach 4 mainland china provinces that contain significant manufacturing areas and export hubs and PLA Air-force and Navel bases.

By a large margin, the USA is the country most likely to use nuclear weapons because they are the only country that ever has and the only country that is suggesting that there are occasions they should use them. The second most likely country to use nuclear weapons is Israel. They would use them in a heartbeat except they fear it would cost them support from the USA.
You can survive a nuclear bomb if you are protected from the blast and heat; and, if you can stay protected from the radiation for two weeks.
Germany and Japan (among 191 nations) are members of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), so they do not and will not have nuclear weapons. That's all the time I wish to waste here.
