Is equality imblanced in this setting?

When there happens to be only one white person in a group full of ethic people. Is it always balanced does the white person feel superior to the black people or ethic? From personal experience everytime this happens all the enthic people are giving way to much of their power to the white person and getting abused in serect without relazation thoughts?
