This has already been talked about. Every bill is very complex. Just because it's called a veteran's bill or anti-inflation bill doesn't mean that's the only thing in it. Democrats love playing this trick where they give a bill an innocent name which everyone would obviously vote for, but inside the bill they stuff it with things that have nothing to do with it. The most common these days is too much money for things like climate change. The bill included $400 billion that would give democrats the ability to spend it on things unrelated to veterans. Republicans wanted that bill to be strictly for veterans and nothing else. After another round of negotiations everything was cleared and it passed easily.

As I said before in response to a very similar question, Republicans get really angry when tax money is spent on anything or anyone but them.

They need veterans to fight their dirty illegal unprovoked wars, but they certainly do not want to pay to care for them when they come home.

They also do not want to pay soldiers and would instead prefer to have slaves, except then they would complain about having to pay to feed them and bury the dead ones. If they could kill all of them as soon as they decided to end the war (s) they would be happier.

If the bills are anything like the covid releif bill, then they are thousands of pages long and you are given only a couple hours to know all of the material enough to feel confident in putting it into law.

But every bill, even a post office rename, is 1000 pages. there's an agency called the congressional budget office (the CBO) that goes through each page and analyzes, etc. Congress isn't blindly passing laws without reading them.
