Why do employers say they want you to stay home when you're sick, yet their policies say otherwise?

My employer doesn't give sick time. You get 3 personal days a year. If you call in sick, they take those. After that, it's an unexcused absence and can lead to disciplinary action. One illness can kill your personal time. Does that sound like an employer that wants you to stay home when you're sick?
