It's kinda possible, but it would probably depend a bit on how they talk.

There's Black people all over the place and some of them dress and talk just like everyone they grew up around. It can give you a slight indication of the environment they came from at least.

Just like with White people, there's different accents and you're gonna be able to tell where a White guy came from, and estimate the poverty level he grew up around according to the stats related to the population he was a part of.
