DId these police have jurisdiction?

This black male questioned whether the police had jurisdiction over him, after they witnessed him driving a vehicle with the wrong tags on it. I think that when you end up face-down on the pavement, with a cloud of pepper spray around your nappy head, that the police have jurisdiction over you.
