My opinion is threefold:

1. I can't find that picture anywhere online with the CNN logo, only talking about the shooting down of a commercial aircraft (by Russia) in 2014.

2. I can't find any news site claiming Russia has withdrawn any troops at all.

3. If NATO troops went into Ukraine (they won't), it would be at the invitation of the nation's democratically elected government, not an invasion.

I'm not Ukrainian. This question was just obviously fake news, so I checked a few things. https://tineye.com lets you find other places similar pictures appear. No news site was reporting the 70% withdrawal claim (Russia is sending Troops to Ukraine, not withdrawing them).

No, there's nothing to be gained. Besides Zolensky submitted an application to join nato like a month or so ago. It was kind a symbolic gesture to Russia saying "We weren't going to join Nato. And after you attacked we were open to a negotiation to assure we wouldn't join Nato to keep the peace. But when you continued the war even escalating it to target civilians you forced our hand. Now we'll join Nato to spite you. Or it was done because maybe Zolensky figured joining Nato would force Nato to come to it's aid under article 5, not sure.
