That is how laws work. It's not an interesting question. Every country has it's own language, cultures, norms and laws. What is legal in one, is not so in the other. But what is dangerous to the state is always fought and suppressed.

It's laughable is that people tend to have a rosey view of democracies. When in fact it's democracies that are at the heart of most problems.
