Making something illegal limits access to such things for sure however… you can never stop it completely. What’s the real issue with these things? Sure it’s behavior but also health. We can outlaw the behaviors and punish for it limiting desire to do it in the open. But the first thing we should do is take away the effect these have on healthcare. If you smoke, drink, do drugs no access to public healthcare… Relieve the strain on the economy and give yet another reason not to partake.

I believe they could regulate alcohol purchases by having a database where you have to scan your bar code and cannot buy more than a fixed amount each day. It could also be verified with finger prints and a law you cannot bring the alcohol home but must drink it at a public terminal.
