I think the people who said you can't eliminate racism anymore than you can eliminate other human vices 100+ years ago have been proven correct.
You can reduce it by frowning upon it as we did, and you can reduce the opportunities in which it can play a role such as making it impossible to identify.
You cannot however eliminate an attribute of human nature completely. Furthermore your every effort to do so comes at a cost and like any other kind of effort you end with diminishing returns at some point where you must accept a certain level of it.
In the end the question is not can you end racism but how much reduction of racism is it reasonable to to pay for before it cost outweigh the benefits for everyone.
California, when I was 16 years old I was in California and was sexually harassed by two women in their 30s.
You rarely saw it in Ca. When I did people always stood up against it to support the person. Pretty proud of that actually.
