NOT the Balkans, but the Baltics (Estonia , Latvia , Lithuania)
None? I guess southeastern? They have moved around so much and intermixed with so many other groups that it seems arbitrary to try to pico just one relative direction. Southern, northern, eastern, western... compared to what reference point? If we just mean where they historically lived on the European continent, they've been near the center, far east, far south, sometimes a little northern or western. All of the above? lol It's silly to try to pinpoint where certain ethnic groups "are" when we are now so spread out across the planet.

The Baltic states are usually considered to have their own unique culture; that does not fit neatly into any of these categories.
… They are, also, not usually saddled with a useless apostrophe.
I usually think of Lithuania being Eastern european and Estonia being Northern european. No idea for Latvia though. The three states are obviously different enough for them to have their own geopolitical term, Baltic, but beside that, I'm not sure.
Because I have been to Liepaja in Latvia and loved it
