The left lane is not specifically for any speed, but rather for passing, only. If the vehicle that's doing the passing is going the speed limit, to overtake a slower vehicle, then that's perfectly acceptable. Provided, of course, that they then move over, once the passing is complete.
If a vehicle is in the left lane, and another vehicle wants to pass them, then it is the responsibility of the 1st vehicle to move over, and allow the 2nd vehicle to pass, regardless of speed. Refusing to allow faster vehicles to pass on the left is illegal.
Obviously, speeding is illegal, as well, but if someone is trying to "police" traffic, by holding up the left lane, then they, too, are breaking the law.
I think going 10 to 15 mph more than the speed limit is pretty normal for the highway.
Agree. The left lane is called the passing lane. Because you’re supposed to pass people that are in the right lane. You’re not to go the same speed as the person in the right lane and hold up traffic. I see that shit all the time.
If you buy a BMW they will explain for whom the left line is. I drive 3 series.
