They already took out the Ukrainian air force and their artillery out ranges the Ukraine's artillery. Russia has a lot of artillery and shells are cheap and effective. That said, they do use air power in combined arms operations to put down Ukrainian forces. Their war goals were always set as demilitarization/de-nazification of Ukraine. They never set out to destroy infrastructure and the ukrainian economy or aggressively sought out territory annexation. Thus no reason to waste resources attacking civilian infrastructure unless it is occupied by military forces.

So if you examine the war through the Russian’s stated objectives, you’d know the goal is to bait the Ukrainians/Nazis out to fight so that they can be destroyed. Being that the Russians out range the Ukrainians they can bully them with their artillery, and force a counter-battery campaign by the Ukrainians requiring them to attack into defensive lines where the Ukrainians will take heavier losses that can’t be sustained in a war of attrition. Ukraine has a smaller population and far less resources. They also have to transport broken equipment a couple thousands miles to get it repaired in Poland, and then back to the front lines to put it back into service. The longer the war goes on, the more advantageous position Russia has against Ukraine. So Russia artillery feints the Ukrainians into unfavorable conditions and then relocates. Additionally Russia has access to more mobile artillery and a large amount of counter battery radar. If they are able to draw Ukrainians into an artillery fight, they are then able to locate their position from their artillery trajectories and then unleash hell on them.

Russia is an artillery/tank heavy military. Consider their geographic location. They are connected to continents of Europe, Asia and Africa. with many long land borders. It's in their defense interest to focus on land warfare. In contrast the USA who sits isolated between the Atlantic Ocean and Pacific ocean from much of the rest of the world, needs to be able to cross oceans and bring the fight to the enemy. Thus America is very heavily stacked with the World's largest most power Navy in history, The most aircraft carries of any country, and the world’s best Air Force.

Russia wants to take Ukrainian territory and add it back into Russia, like Soviet days. They don't want to destroy it. Plus, the Ukrainians have proved pretty good at shooting down Russian planes.

I'm going to guess it's a cost issue. It's one thing to own planes it's another thing to finance their daily maintenance and flights. Much cheaper just to launch a missile from the ground.

NATO has abandoned Ukraine, it pretends to help it, but it cannot confront Russia. NATO claims to dominate and control the world with imaginary power. I do not want or like killing. I wish peace for both the Ukrainian and Russian peoples. But the Ukrainians are stuck in the fangs of the unjust NATO that threatens Russia with the Nazis. The Ukrainians must get rid of them and not allow them from the beginning.

A lot of the Russian Air Force has been neutralized before it left ground. Just this week the ukrainians reverse roles and start hitting the Russians with their own reconnaissance drones.
