Why not? The russian arms dealer is pretty much worthless after 10 or so years behind bars and even if he was not the US government still values getting one of their own citizens much higher. This is just normal diplomacy that literally every other country is also doing.

If I, a random nobody from Sweden, snuck into someplace like Syria and then called my embassy they would probably get me a private fucking jet to fly back home and negotiate a ceasefire if they had to even if it was entirely my fault for putting myself into that stupid situation.

Countries will truly go out of their way to ensure the safety of their citizens abroad upto and including paying immense costs or taking huge risks. But in this case its sort of a moot point. The Arms dealer is more or less useless right now since he lost his contacts and got the worlds security service up his ass for the rest of his life. He is probably never leaving Russia again and the closest thing to being useful would be borrowing his namebrand. He is virtually useless.
