I would say generally yes. It's probably close to 20% are bad no matter what and 80% are usually moral people. The issue is, that the vast majority of that 80% would prefer to be indifferent to current events, especially events that doesn't concern them, or they play along with whatever is going on of that's the easier/safer route.

Agreed. That’s kinda where I’m going. People can be nice if it suits them…but that’s not really “essentially good” is it? Or is the bar like way low…?

I think it's a case of, people just don't usually encounter situations where they actually have to make a choice. obviously, if most choices in life had to do with either helping a person and potentially harming your family or not, y'know what people would pick

Neither. Humans are opportunists and their evilness or goodness depends on benefits they gain with particular behavior. SS wouldn't kill jews if society wouldn't reward but condemn this behavior. Everything else is just ideology that is replaceable and exchangeable.
