It doesn't leave you unidentifiable like a burqa, or pose a safety risk like those nineteenth century women's swimsuits; I don't see the harm. Would I wear one myself if I was a woman? Probably not- but then, that's mostly down to cultural values of modesty. If I was a typical American woman and had to relocate somewhere where the local women typically went topless, I imagine I'd have some serious difficulty adjusting. And the locals would probably call me a prude for not joining in. It's hard to condemn someone knowing I might well be in the same position myself.
