Considering that impeachment is not a trial, because Congress can't put someone on trial, the decision is whether or not what they did is enough to remove them from office.

They can't, that's why impeachment goes to a vote. Unless 2/3 of The Senate votes to remove him from office, he remains. Nixon, Clinton, and Trump were impeached. Nixon resigned as soon as he heard that he'd be removed from office if he stayed, Clinton and Trump were not removed from office because there was not a 2/3 vote in favor of impeaching them.

The House drafts articles of impeachment after an investigation. The Senate reads the evidence and interviews persons of interest. Then they vote. If you don't understand the function of our government, G@G is not the best place to find answers. Take a U. s. government class. I'm not explaining it in depth, because I am operating under the belief you have a general idea of how our government works.
