Well, they didn't START it, but continuing it places a big hunk of the responsibility squarely at their feet. It was entirely within their power to refuse, cite anti-discrimination laws, and take the governments mandating them to court; I'm not aware of any school doing that. Some might have; I haven't made an exhaustive study of the subject.

There's a certain point beyond which the excuse of "But they TOLD us to!" ceases to hold water, and if you're supposed to be a center of education, that point is pretty damn early.

My theory is that some elite schools like Harvard try to control the culture of the school so they can control or streamline the types of personalities their school get. Priscilla Chan is intelligent but all interviewees are smart - the reason she got into the school is she does not fit the stereotype of the materialistic Chinese social climber. I won't mention names but most of the grad school subjects I met were promoted because of their cultural versatility. I know somebody who almost got into Harvard - was rejected for not turning their cell phone off during the interview as previously instructed by the team. The person was Chinese but stereotypically western, they liked western movies, dated western guys, ate western food... I have no idea what they talked about during the interview but her behaviour and manners are not like a Chinese person.
