Because it's part of their job. If you're working in the hospitality management world, you need to address anyone ma'am or sir, regardless the age. Also in Police, even if the higher rank is younger than the lower rank cop, the lower rank who is OLDER should address the higher rank as SIR, doesn't matter if there's a 20 year gap differential. It's a matter of rank.
In hospitality management, customers are higher ranked than the workers so they address their customers as SIR or MA'AM.
For short, it's being polite no matter what.

that's just the respectful word to call a stranger woman. like you respectfully call stranger men "sir". it has nothing to do with age unless you're litterally a child. then things are different somewhat.

That's him being polite. Not everything that people say is a slight or intended to cause offense.
Americans tend to use ma'am and the English say "mum". It is a polite/respectful reference.
I guess he was trying to be respectful, but it really is weird when older people say that.
