Rights are the mirror image and end product of a government recognizing the rational consistency of rules and laws. When a government follows the implications of a law banning or permitting x, and then continues to follow that line of thought wherever it may lead, regardless of consequence, rights are then recognized as legitimate.
To enforce a right requires a state. A just state is a state that enforces consistent laws. If there is no state, you may have rights, but they are unrecognized and mean nothing until they are enforced.

There are essentially two overlapping sets of rights, natural and legal. Natural rights, or some would say “God given”, are the freedoms and responsibilities under which every sentient being is born or created. Legal rights are those natural rights acknowledged by government entities and/or established by rule of law.
Rights come from the people under the guide of government order and laws.
Those rights are maintained by holding officials accountable.
Once government officials no longer feel accountable for their wrong doings, corruption starts to erode civil liberties.
The process takes a long time but eventually the country will either fall to its knees in corruption or civil liberties are no longer protected or different laws have replaced laws that protected civil liberties.
This for your school homework kiddo? There are many books on laws and societies required to answer that question.
But in a nutshell - it's about law and cultural norms. Changes to both is why activism is more important than politics.

In the United States we have a Constitutional Republic. We have a Constitution and our rights are derived from that.
Right come from each goverment of each country in terms of the levels of rights you are awarded, but many areas of the world have a governing body in which over see particular laws such as the EU.
