Cops are not involved in sentencing and unless they are called as witnesses, not even in the judicial process. I perceive most cops as pragmatic, so their approach is rather a "get the perp off the streets" instead of caring about the details.
Prosecutors in the U. S. however are all about efficiency (length of trials) and statistics (percentage of convictions), which is why plea bargains are a major tool for them. And as you know yourself, that means in many cases pleading to a lesser crime to ensure a conviction.
Not necessarily harshest sentence, but they do want the highest percentage of convictions because conviction percentage influences whether or not a prosecutor eventually becomes a judge or not, regardless if the people were actually guilty or not.

Most prosecutors shoot for the grand slam home-run so they most definitely want the most severe form of lawful punishment possible. Everyone wants to achieve and serve in full capacity including the criminal and cop.
Not all the time, there was a judge that had some creative punishments that were harsh unpleasant and unusual but not cruel.
They want to appear tough on crime, they also don't want loses on their books. Usually prosecutors give you two options a plea deal or they will give you the harshest possible sentence
Most prosecutors, without public pressure, go for an easy conviction. Most will then settle for a plea bargain. Trials are extremely costly, so often times, pressure is put on them to settle.
Most cops want the book thrown at them.
when they have 5 different crimes for the same crime it's pretty obvious what they are doing
I think in most cases they believe that the harshest sentence is the most appropriate sentence no matter what the underlying facts of the case are.
