  @jennz6 No cause anything is possible now days, now they said, he has seen his shadow which calls 6 more weeks of Winter I guess that's for all states, now I live in Pennsylvania so who knows

  Are you asking if Phil can actually predict the weather? I hate to be the spoiler here, but it's all for fun. There is a board of members (I think 4) in Punxsutawney that decides what Phil is going to predict. The groundhog changes, the name remains Phil, and the decision is made in advance of Groundhog Day. It's an old tradition that lives on for fun.
